State Laws
State Cap: No statute. Ohio has no statewide limit on rent increase amounts, and political subdivisions are statutorily preempted from enacting local rent control ordinances (R.C. § 5321.19).
Notice Period: Landlords must provide at least 30 days‘ advance written notice before to the periodic rental date for month-to-month tenancies (R.C. § 5321.17(B)).
Proof of Service: Notice must be delivered in writing (R.C. § 5321.17). Delivery is legally established through personal in-hand delivery to the tenant, leaving a copy at the tenant’s residence or usual place of abode, or sending a copy via certified or registered mail.
Prohibited Acts: Landlords cannot increase rent as retaliation against tenants for complaining to government agencies about code violations, organizing or joining a tenant union, or asserting statutory tenant rights (R.C. § 5321.02), or for discriminatory reasons under Ohio housing discrimination law (R.C. § 4112.02(H)).
