State Laws
State Cap: No statute. Iowa has no statewide cap on rent increase amounts, and cities and counties are statutorily preempted from enacting local rent control (§ 364.3(9); § 331.304(10)).
Notice Period: 30 days‘ advance written notice for month-to-month leases (§ 562A.13(5)). In manufactured home communities, landlords must provide at least 90 days‘ written notice prior to a lot rent increase (§ 562B.14(7)). For fixed-term leases, landlords cannot raise rent during the active term unless permitted by explicit lease provisions.
Proof of Service: Landlords must deliver written notice (§ 562A.13(5)). Acceptable service methods include personal delivery with a signed and dated acknowledgment by a resident who is at least 18 years old, personal service by a process server, or posting on the primary entrance door and sending copies by both regular and certified mail (§ 562A.29A(1)).
Prohibited Acts: Landlords cannot raise rent as retaliation against tenants for reporting housing code violations, joining a tenant organization, or exercising statutory rights (§ 562A.36), or for discriminatory reasons under the Iowa Civil Rights Act (§ 216.8).
